What is a good, inexpensive Knife Sharpener for pocket knives?

I collect spring assisted pocket knives, which are really cool knives. Now most of my knives are display only, so I have no need to sharpen them, but I do have about 2-3 that I use to cut open packages, letters, etc.

I have used cheap sharpeners before, and they moderately sharpen my Knifes, like a Pocket Pal or ones like that.

These knife sharpeners are so-so, but I’m looking for something that will make my knives RAZOR sharp, instead of moderately sharp, without spending more than $20 or so. Whoever can suggest the best knife sharpener I can get to make my knives razor sharp with a price around $20 or less will get 10 points.
And please spare me sarcastic remarks, this is an honest question, not a comedy routine.

A fine whetstone is still better than any sharpening “toy”. Considering that carpenters use them to sharpen their wood chisels and carving tools.
