Is it illegal to carry a boot Knife in CA if the handle is visible?

Would it be considered ‘concealed’ if someone had a fixed blade knife in their boot but the handle was visible? Also, if the blade is just over 3″ in length and double-edged, is that illegal?

You are allowed to carry a knife of any length on your belt. If it exceeds 3″ and is carried concealed, it is illegal.
